Google’s ATLAS v1.0 report gives HR leaders a clearer picture of how AI is actually being used. Built from 15 million de-identified interactions across the Gemini App, AI Mode and the Gemini API, the study maps activity to more than 800 occupations and 4,000 tasks, making it what Google calls its most comprehensive look yet at real-world AI use at scale.
Kent Walker, Google and Alphabet’s president of global affairs, frames the release of ATLAS around the confusion currently surrounding AI’s economic impact. He posted on LinkedIn, noting that “When it comes to AI’s economic impact, uncertainty abounds,” citing reporting by Ben Casselman at The New York Times, who noted that even researchers disagree on basic facts such as how many companies use AI or which workers are affected.
Casselman attributes some of this confusion to the fact that our standard economic measurement tools predate personal computers and the internet, “let alone AI,” so they simply weren’t built to capture a technology like this.
Walker says this lack of reliable data is why Google built ATLAS to give policymakers, researchers and the public better evidence to work from, since existing economic measures weren’t designed to capture how AI is actually changing work and daily life.
Here are some of the report’s highlights most useful for HR teams.

AI adoption seems superficial
The headline finding is that AI adoption at work is “broad but shallow.” ATLAS says workplace AI spans occupations covering just above 88% of U.S. employment, yet in the median occupation with any AI use, it shows up in only about 21% of tasks. Only 3% of occupations show AI use in more than 75% of their tasks.
This suggests AI is becoming part of the workday without yet replacing it. The report says the vast majority of workplace use is collaborative and assistive rather than end-to-end automation, with common uses including “ideation, strategy, information retrieval, learning and troubleshooting.” The report does not support alarmist claims that AI is quickly automating white-collar jobs, but it does show that workers are already relying on AI as a copilot, which makes governance important.

How and where AI is used
ATLAS also shows that AI use is not confined to office work. Google found meaningful adoption in manual and technical trades, including auto technicians and industrial mechanics, where people use AI for diagnostics, troubleshooting and real-time learning. That is a reminder that AI change management should extend beyond corporate functions and into frontline roles as well.
The report says over 86% of conversational AI interactions occur outside work, and people frequently use AI for “high-friction” administrative tasks involving government, legal, financial and medical questions.
AI and expertise
The report also points to a relationship between AI use and expertise. Higher-earning workers use AI more, but the usage pattern is not simply “senior workers only.” ATLAS says AI shows up heavily in lower- and mid-level tasks within occupations too, which makes access to training and tool governance a workforce planning issue, not just a productivity initiative.
The most practical takeaway for HR is that AI adoption is already broad enough to affect policy, training and communication, but not so advanced that organizations can assume it is self-managing. ATLAS describes an early-stage situation that is collaborative, widespread and still evolving.
