IRS appoints enforcement leadership | Accounting Today

The Internal Revenue Service named Jarod Koopman its acting chief tax compliance officer Monday, its second leadership appointment of the day following the naming of Frank Bisignano as CEO.

Koopman will oversee IRS compliance operations in several divisions and offices: Large Business and International, Small Business/Self Employed, Tax Exempt and Government Entities, IRS Criminal Investigation, the Office of Professional Responsibility, the Return Preparer Office, and the Whistleblower Office.

Serving as a CI executive since 2016, Koopman led the creation and development of the Cyber Crimes and Cyber and Forensics Services sections, serving as director of both. Under his leadership, IRS-Criminal Investigation enhanced its capabilities, including in cryptocurrency tracing and dark web investigations.

Prior to working in Washington, D.C., Koopman was assistant special agent in charge of the Chicago field office and then special agent in charge of the Detroit field office, working as a key law enforcement leader overseeing numerous investigations for IRS-CI in Michigan and Illinois. 

In April 2010, Koopman was promoted to supervisory special agent for the Western District of New York and the next year was selected for the Accelerated Senior Leadership Program and transitioned to IRS headquarters as a senior analyst. 

Koopman, a native of Upstate New York and a graduate of Nazareth University in Rochester, began his law enforcement career in 2002 following his training at the Federal Law Enforcement Training Center.

The IRS also announced Stewart Pearlman will be moving to the CTCO organization to serve as Koopman’s acting deputy chief. Pearlman was most recently serving as the acting deputy chief operating officer. He previously spent more than 10 years in SBSE, working abusive trusts and setting up and training Offer in Compromise staff in Memphis, Tennessee.
